2.0Background

One Zulu takes its name from 1Z — the Air Force specialty code series for Special Warfare. TACP is 1Z3X1.

Paul Klar served twenty-one years in the United States Air Force as a Tactical Air Control Party operator and Joint Terminal Attack Controller, retiring as a Master Sergeant in 2026. He held JTAC certification for fifteen years, served as a JTAC Instructor for thirteen and a JTAC Evaluator for ten — qualifying and certifying other controllers against the joint standard — and deployed multiple times. He served twice as a joint fires advisor and liaison at the joint special operations level.

His later assignments moved from employing tactical systems to fielding them. As a mission systems support officer and senior Joint All-Domain Command and Control subject matter expert, he planned resilient RF and SATCOM architectures across Link 16, SADL, VMF, HF digital, MUOS, and mobile ad-hoc networks; managed geospatial data integration for ATAK and WinTAK; and translated operator requirements into deployable command-and-control solutions alongside engineers, acquisition stakeholders, and senior decision-makers.

One Zulu exists to put that experience to work for the manufacturers building the next generation of it.

3.0Selected Work

01 Weapons & Tactics Led the weapons and tactics section at two air support operations squadrons — owning training and evaluation standards, and integrating new weapons, tactics, and communications capabilities into unit training programs.
02 DACAS Training Standards Co-authored Digitally Aided Close Air Support training standards for the TACP career field, working with Air Combat Command representatives and a small group of selected subject matter experts.
03 Tactical Data Link Programs Stood up and managed TDL programs for a joint special operations air component fires element and two air support operations squadrons, and rebuilt how each unit integrated data links into its training events.
04 Link 16 Unit Management JT-220 qualified Link 16 Unit Manager. Network planning, participation management, and the crypto that keeps a link alive.
05 COMSEC & Crypto Programs Rebuilt unit crypto programs and mentored communications sections on COMSEC accountability and key management — the part of a fielded system that most often fails quietly.
06 TAK System Administration Organization-level account administration and lifecycle management of end-user devices and workstations across fielded TAK systems.
